Safeguards Information, Material Control and Accountability Program Manager

TerraPower is seeking a highly motivated Safeguards Information and Material Control and Accountability (MC&A) Program Manger to be a part of the TerraPower Security team. This position reports to the Senior Manager, Nuclear Security and Safeguards Programs and provides day-to-day Safeguard information and MC&A program development and implementation TerraPower projects.

This position works in close consultation with Engineering staff to ensure Safeguards Information Management requirements are identified and implemented in accordance with TerraPower procedures. Defines and executes the Safeguards Information Program Management and manages interactions with the US Nuclear Regulatory Commission on Safeguard Information Program Management.

The successful candidate also will develop a Materials Accountability Program for the Natrium Reactors including areas such as analysis and reporting of nuclear materials, sealed sources, accounting network computing resources, and tamper indicating devices (TIDs) inventory data. This individual will identify inventory, as well as prepare material accounting and inventory statements using various material inventory systems.

Responsibilities:

• Successful implementation of the Safeguards Information Program

• Interacting with technical and design personnel to ensure new designs and design changes meet safeguard information requirements.

• Preparing or reviewing potential safeguard information evaluations

• Administers policies and procedures for the TerraPower Safeguards Information (SGI) Program for TerraPower and contractor facilities possessing SGI.

• Serves as the company's central contact for evaluating any non-compliance with SGI handling, processing, and storage requirements. Tracks, monitors, and analyzes SGI-related trends.

• Reviews and monitors reports of potential noncompliance for SGI with applicable rules, regulations, and statutes; recommends corrective actions.

• Ensures SGI training is provided for appropriate TerraPower and contractor personnel.

• Approves SGI access for TerraPower employees and contractors.

• Develops the TerraPower MC&A program for the Natrium Reactor to ensure compliance with regulatory requirments.

• Review and ensure accuracy of documentation for the authorization process to ship/receive accountable nuclear material.

• Serve as a Tamper Indicating Device (TID) administrator to ensure an effective system of records and control of TIDs is maintained.

• Compile transaction and inventory data and ensure information is reported to the National Nuclear Material Management and Safeguards System (NMMSS).

• Identify, control, and account for nuclear materials in accordance with applicable regulatory requirments and procedures.

• Validate, research, and resolve discrepancies in reporting transactions.

• Interact with coworkers, supervisor, and management personnel to determine priorities, schedules, and other delivery requirements.

• Assist in meeting information systems security requirements by updating and maintaining computing systems documentation and databases.

• Identify potential international safeguards challenges.

• Advise and educate Natrium team members about safeguards and non-proliferation considerations in plant design.

• Interact with NRC staff in the development and oversight of TerraPower programs

• Perform other duties as required.

Key Qualifications and Skills

• Bachelors degree in engineering, science, or related fields with 5 years of meaningful experience including;

o US NRC 10 CFR Regulations guidance related to 10CFR regulations implementation (Regulatory Guides, Standard Review Plans, Interim Staff Guidance documents, Generic Communications)

• Minimum 5 years demonstrated, applicable experience in nuclear licensing, or comparable field Familiarity with the following is considered desirable:

o US NRC 10 CFR Regulations

o US NRC guidance related to 10CFR regulations implementation (Regulatory Guides, Standard Review Plans, Interim Staff Guidance documents, Generic Communications)

• Familiarity with requirements and Control of Safeguards Information

• Familiarity with Materials Control and Accounting (MC&A) programs

• Familiarity with existing approaches to enhance proliferation resistance of the nuclear fuel cycle

• Familiarity with domestic and international safeguards

• The successful candidate will possess a high degree of trust and integrity, communicate openly and display respect and a desire to foster teamwork

• Experience in working in multi-disciplinary engineering teams to address engineering challenges

• Actual position starting level and title will be determined based on assessment of qualifications

TerraPower's technology is controlled for export by various agencies of the U.S. Government. Salary Range Level 11: $125,257 - $208,762Salary Range Level 12: $169,922 - $235,464

*Typically, our employee salaries are within .90 - 1.0 of the mid-point of the posted salary bands. Any salary offered within the posted salary band is based on market data and commensurate with the selected candidate's qualifications and experience. This range is specific to Washington State.
