Starting Salary Range: $79,091.00 - $94,145.00

EXAMPLES OF WORK TO BE PERFORMED:

• Reviews daily compliance reports, including water quality datasheets, disinfection inactivation ratios, plant equipment operational data, and monthly operations reports.
• Prepare and maintain accurate records related to quality and quantity as required by the TCEQ and EPA.
• Inspect and ensure proper operation of all water treatment plant processes.
• Inspects water treatment plant pumping stations, storage reservoirs, and associated facilities to identify maintenance needs and ensure operational, maintenance, and safety procedures are followed.
• Instigates corrective actions such as changing chemical feed rates, airflow rates, sludge rates, chlorination rates, or filtration rates to ensure efficient water quality. Inspects work in progress. Provides advice and assistance to technical staff as necessary.
• Interprets laboratory analysis, process trends, and establish flow rates, chemical dosage rates, visual observation, and other operational parameters to maximize the effectiveness of processes. Inspects work in progress and provides advice and assistance to technical staff as necessary.
• Responds to emergency situations, including major equipment malfunction or failure, chemical release, employee injuries, etc.
• Support and assist the Treatment Plant Manager, Assistant Director, and other City administrators as needed.
• Plans, organizes, schedules, directs, trains, and reviews the work of employees engaged in the water treatment plant operation.
• Responsible for maintaining adequate staff coverage.
• Monitor operations and processes to ensure that local, state, and federal regulations are met and water quality is maintained.
• Review daily reports related to work performed by employees.
• Responds to water quality issues at the plant and distribution system.
• Coordinates with plant or distribution staff to make changes or adjustments to comply with all pertinent regulations.
• Identify operation's needs and ensure that operational, mechanical, and safety procedures are always followed.
• Assist in preparing budgets and controlling costs of production.
• Instruct and assist personnel in proper safety and operating procedures.
• Perform and supervise operational staff's preventative maintenance and repair programs.
• Assist in coordinating project activities relating to utility construction, plant expansions, system repairs, and pump station maintenance.
• Review and critique safety programs and procedures to protect the health and well-being of the plant staff and the surrounding community.
• Respond to customer complaints, retain detailed records, and assist others in difficult situations.
• Understand, conform to, and enforce the policies and directives as established by the Treatment Manager, Director, City Manager, and City Council.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES:

• Extensive knowledge and experience related to the operations of a surface water treatment plant and distribution system.
• Heightened knowledge of the chemical and biological processes as related to water treatment.
• Extensive knowledge of storing, handling, pumping, and containing hazardous chemicals used in the water treatment process and the safety equipment and procedures specific to each substance.
• Proficient with a personal computer using Microsoft Office, asset/work order systems, HMI terminals, and SCADA.
• Ability to effectively communicate with superiors and subordinates regarding directions, planning, evaluations, assignments, and performance.
• Exceptional math, logic, and reasoning skills.
• Ability to troubleshoot and repair electrical apparatus and process instrumentation.
• Extensive knowledge of state and federal rules and regulations for properly reporting, operating, and maintaining a surface water treatment plant and distribution system.
• Ability to stay calm and use sound judgment in stressful conditions, including maintaining or restoring quality and quantity of service in severe environmental or hazardous conditions.
• Ability to maintain accurate and comprehensive records that document the treatment plant's performance, capability, and distribution system.
• Must communicate effectively, both written and verbal, with supervisors, peers, and subordinates to convey information.
• Assume the responsibilities of direct supervisor as required.
• Ability to work overtime and be on-call.

REQUIRED EDUCATION, TRAINING, AND EXPERIENCE:

• Eight years of progressively responsible utility experience with at least six years in a surface water treatment plant.
• Experience with SCADA system operations, maintenance, programming, and troubleshooting.
• High School diploma or equivalent with proficiency in mathematics.
• Class "A" Water Treatment Operator's License issued by the State of Texas.
• Valid class "C" Drivers license.
• At least one year of lead/supervisory experience.
• Evidence of the experience, knowledge, skill, ability, and responsibility necessary to perform tasks and ensure public safety through safe drinking water and adequate supply.

DESIRED TRAINING AND EXPERIENCE:

• An Associate's degree from an accredited college in chemistry, biology, engineering, microbiology, bacteriology, or another similar discipline related to water plant treatment operations.
• Experience with on-site disinfectant generation, membrane filtration, and advanced oxidation process systems.
• Previous experience working at a water treatment plant 20 MGD or greater capacity.
• Additional training or experience in a related field.
