Directs the operation of the NGL, NFGP, AGR, SRU, Auxiliary Units, Storage & Loading facilities. The operations include start/shutdown of plants and equipment.
Plans equipment handover to maintenance and liaises and issues the permit to work/entry permits and all associated permits. Ensures that conditions are safe for work/entry. Required to do first line maintenance activities.
Checks all equipment systems, piping and instrumentation and coordinates and directs the General Operator and Operator-I in event of any actions that need to be taken as a result of variation.
Directs subordinates in commissioning of all equipments and guides operators during plant startup/shutdowns, decommissioning, commissioning isolated equipments.
Monitors all activities within the plants and storage loading operations and advises/reports to the Senior Operations Supervisor of any anomalies and takes remedial action as necessary. Checks and signs all log sheets.
Monitors the operations of the Control Room on/off and advises the General Operators as required of action taken for various process parameters.
Arranges for sampling and laboratory testing including instructing subordinates or personally taking samples and submitting to Laboratory in accordance with standard procedures
Arranges timing and assistance for Laboratory Personnel for their sampling work. Determines extra samples to be taken as required.
Checks drawings produced for shutdown or modification work to determine work to be carried out, monitors working of contactors and advises the Supervisor of any safety breaches, checks actual work carried out and advises Supervisor of progress/action to be taken and assist the Supervisor with work when required.
Gives suggestions for required PCR and RTS work in plant. Carry out planning of Jobs by checking PI&D.
Monitors the berthing of ships, connection/disconnection of loading arms to ships manifold and start/stop of product loading.
Monitors the loading of propane trucks at the truck loading and the loading of nitrogen bullets.
Carries out duties such as observing and following standard fire and safety procedures.
Ensures that all plant check lists/safety check lists are carried out and records the findings on the relevant form. Reports to the Supervisor of any defects.
Enters all Maintenance reports into SAP for processing and action.
Checks and reviews Start-up/Shutdown Procedures for plant and related Rotating equipment and assists the Operations Shutdown Coordinator during major shutdown in equipment
The ideal candidates for this position must have sound knowledge and understanding of tank farm processes and equipment as well as start-up and shut down of equipment.
He should also have knowledge of preparing equipment for maintenance and inspection including commissioning of tanks and equipment.
Panel operators monitor gauges and control a wide variety of pipes, tanks, pumps and other machines that process oil, natural gas and natural gas liquids.

Essential skills and knowledge

Completion of Secondary School followed by a further 2 years training to OND standard or equivalent.
10 years experience in hydrocarbon industry including experience in DCS and Supervisory Control and data Acquisition Systems.
Has TANK FARM experience
