Job Objectives:
  • Provide onsite leadership in TAR Safety and Contractor Safety Performance
  • Understands & manages how Turnaround delivery contributes to the commercial success of BECL
  • Manages the Turnaround Bookies Board ensuring that it contains a complete collection of potential mechanical scopes for the event
  • Responsible for all Bookies Board updates after scope freeze in line with approved activity change requests (ACR's)
  • Review the mechanical turnaround scope change requests (ACR's) for impact to Turnarounds and provide accept/reject recommendation to Turnaround Lead
  • Ability to interface with the functional SPA's to ensure activity readiness for execution in line with the ROO Turnaround Procedure
  • Ability to interface with the site operations resources (BOC) and turnaround contractors to ensure site readiness in line with the Turnaround Go / No-Go Process
  • Single Point Accountable (SPA) for the mechanical work package development to ensure consistency and quality across all Rumaila events.
  • Responsible for the BOM completion for all non-engineered work packages
  • Interface with internal/external stakeholders to define scope requirements such as material requirements and ensure all MOC's are approved prior to execution.
  • Complete site visits for all mechanical scopes of work in support of site execution, duration optimization, and work package validation.
  • Interface with internal/external stakeholders to help define the most efficient means of executions for the proposed scope, identify which scopes should be executed as a priority, and identify opportunities to descope the turnaround by identifying scopes that can be executed online.
  • Facilitate and/or participate in constructability and SIMOP's reviews to identify potential work are conflicts and coordinating priorities with the Turnaround Team Lead.
  • Responsible for identifying and communicating to Turnaround Lead where scope overlaps and recommends potential options for execution
  • Responsible for providing construction and site logistics information in the Turnaround execution plan.
  • Provide resource allocation and supervision for direct and indirect contractor staff in support of Turnaround delivery.
  • Input to lessons learned

Supervisory Responsibility
  • Lead on-site team of Contractors and Turnaround Supervisors
  • Site supervision of construction contractors for execution of pre-Tar and TAR activity, to plan
  • Safe execution of mechanical site activities
  • Ensure quality in construction execution
  • Input to site execution plan, helping to identify and mitigate any schedule risks
  • Identification of pre-TAR works
  • Interface between contractors, operations, Basra Oil Company (BOC) for site execution
  • Ensure materials availability at the work site in readiness for TAR execution
  • Ensure plant and equipment available and set up in readiness for TAR execution
  • Input to lessons learned

QUALIFICATIONS

Expected:
  • 10+ years' experience in Petrochemical or Oil and Gas maintenance & engineering environment. With a proven track record for construction activities on oil and gas sites
  • 5+ years' experience in a TAR environment.
  • HNC qualification (preferably a degree) or higher in relevant technical mechanical discipline with strong understanding of engineering fundamentals.
  • Intermediate communication (oral & written) skills in English
  • Advanced knowledge of asset management systems (CMMS)
  • Work to the highest personal & professional standards to achieve or exceed set objectives.
  • Demonstrate a positive attitude and embrace clients' charter values.
  • Foster good relationships and team working ethic with contractor groups promote safe working practices and efficiency.
  • Experience of working in an integrated team from diverse locations required.
  • Experience of Safe Systems of Work.
