Employee will be assigned to the Office of Oil and Gas, Abandoned Well Program, performing professional work relating to the investigation and mitigation of environmental issues associated with abandoned oil and natural gas wells.
In this capacity, the employee may be required to respond directly to spills and complaints relating to abandoned wells.

Duties:
  • Employee assigns and reviews work of others, and trains inspectors as necessary.
  • The employee will be responsible for the compilation, assembling and evaluation of well plugging and associated permits in coordination with agency staff and private contractors and will prepare cost estimates for all field operations.
  • On an as-needed basis, the employee will update various abandoned well program files, including those maintained in the database, electronic document storage warehouse, spreadsheets, and/or GIS environments.
  • May collect and process GPS data to be incorporated into the WVDEP GIS database.
  • Investigations of abandoned well sites will be conducted by the employee. Will have decision-making authority to prioritize sites and coordinate mitigation action by the Office of Oil and Gas.
  • Employee will oversee private contractors during abandoned well cleanup and plugging activities undertaken by the Office of Oil and Gas, providing technical expertise, and assuring environmental compliance. This activity will include all site construction and reclamation work.
  • Employee will meet with the appropriate parties and agencies on abandoned well issues including possible funding opportunities. In this capacity, the employee will serve as a liaison between the Office of Oil and Gas and other state and federal agencies.
Expectations:
  • Statewide travel will be required with frequent overnight stay.
  • The employee should be familiar with RBDMS, spreadsheet, and word processing software as well as GPS technology and its usage.
  • The employee may be required to work long hours and in adverse weather conditions.
  • Employee will perform other related duties as required.

  • The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter or as needed.

Minimum Qualifications

Four years of actual relevant full-time or equivalent part-time paid experience in oil and gas, two years of which must have been in the oil and gas industry. Relevant experience may include technical experience in well design, well site construction, drilling, completion, production, plugging, underground storage operations, safety, environmental compliance, or other related work.

No more than one year of the two years of oil and gas industry experience may be satisfied by the following:
(i) a bachelor's degree from a regionally accredited college or university with a major in applied, natural, or physical science or engineering;
(ii) an associate degree from a regionally accredited college or university in petroleum technology; or
(iii) three years of environmental experience in wastewater, solid waste or reclamation.

Special Requirements: Must be eligible for license to operate a motor vehicle. Must have good theoretical and practical knowledge of oil and gas drilling and production methods, practices and techniques, sound safety practices and applicable water and mining laws.
