Position Availability, 3+ Year as Technician in JOMEL. Should have achieved desired level of GPI and PQR.

JOB PURPOSE:

To manage and lead the multicultural team of ELECTRICAL Technicians and apply specialist ELECTRICAL expertise to carry out fault investigations, defect and preventive maintenance, together with modification on a range of plant.

To ensure plant ELECTRICAL equipment is maintained to maximize the reliability and availability of plant utilizing work OEM instruction manual and under the instruction of ELECTRICAL section head.

To assist the ELECTRICAL Engineer in ensuring that all ELECTRICAL equipment is well maintained and all notifications of planned and unplanned work are completed on time.

Performance Indicators

Safety at Work
  • Ensures the compliance of IMS. Ensures a safe working environment for himself, his colleagues and contractors while working on any equipment
  • Obtains a Permit to Work for each job as necessitated by the safety and associated Procedures
  • Ensures all Method Statements Work Instruction and Procedures are followed by himself and Contractors while undertaking any work
  • Ensures that all appropriate tools are available to ensure work can be carried out safely on equipment
  • Supervises ELECTRICAL Technicians and Contractors to ensure Safety Rules and HSE procedures are followed
  • Reports any unsafe conditions in accordance with procedure


Continuous on-the-job application of safety rules and HSE procedure

Frequency of Safety Incidents and near misses.

Lost Time Injury Frequency Rate (LTIFR);

No HSE compliance breaches.

Maintenance Task Planning and Execution
  • Ensures maintenance tasks are completed by the Technicians as per Work Orders generated in CMMS
  • Ensures work done notes on maintenance carried out is documented in CMMS
  • Produce reports as necessary on any maintenance activity
  • Plans for and ensures that maintenance of all ELECTRICAL equipment is in accordance with OEM manuals and best practices for the equipment
  • Along with the Engineer, ensures ELECTRICAL maintenance planning is correctly scheduled so that all equipment is maintained as per recommended intervals

Equipment Failure Trouble Shooting and Repair
  • Supports the 24-hour operation by being regularly available for call-out at short notice
  • Attempts all possible means of reducing equipment downtime and ensuring high plant availability
  • Performs trouble shooting activities as necessary to determine failure conditions and rectifies defects found;
  • Records and reports to the Engineer all rectification jobs undertaken
  • Generates reports of equipment failures
  • Performs Root Cause Analysis of Failures
  • Works with Plant Operations Personnel for resolving problems encountered with ELECTRICAL equipment.

  • Assists the Engineer in planning daily Job.

Spares, Consumables and Use of Tools and Equipment
  • Ensures appropriate tools and equipments are available at work sites and used while performing any job.
  • Ensures that tools are in safe and in good working order.
  • Report loss/ damage of tool to ELECTRICAL Engineer
  • Informs the ELECTRICAL Engineer of any requirements for tools

Technical

  • Lead a team of ELECTRICAL technicians and support staff to fulfill the day to day ELECTRICAL maintenance activities at the power and desalination plant.
  • Practical knowledge of major ELECTRICAL component maintenance associated with GT, ST HRSG in combined cycle configuration and desalination processes.
  • Strong understanding of Health, Safety and Environment management systems, Quality assurance and Safety rules.
  • Ability to recognize safety issues and hazards to personnel, and to act on own initiative in preventing incidents
  • Assists to manage all ELECTRICAL maintenance activities associated with defect and planned maintenance programmes, through a team of site based technicians with support from contract staff.
  • Organizing spares, tools and equipment to carryout ELECTRICAL maintenance activities
  • Performs trouble shooting activities as necessary to identify failure conditions and rectifies defects found.
  • Ensures maintenance tasks are completed by the Technicians in accordance to Work Orders generated in CMMS.
  • Discusses with the ELECTRICAL Engineer planned and unplanned jobs undertaken.
  • Supports the ELECTRICAL Engineer for outage planning and execution
  • Ensures work done notes on maintenance carried out is documented in CMMS
  • Places requisitions for purchase of required spares and consumables
  • Acts as a mentor and recommends the appropriate training for the ELECTRICAL Technicians.
  • Practical knowledge of the isolation of plant.
  • Knowledge of international health & safety working practices

Internal:
  • Daily communications regarding plant maintenance and people issues with the Engineer
  • Daily co-ordination and cooperation with the Operations and Maintenance teams and external parties for routine and emergency activities
  • Regular communications with the maintenance team regarding maintenance strategy, technical problems, issues and individual's development needs.

FRAMEWORKS, BOUNDARIES, & DECISION MAKING AUTHORITY:
  • The jobholder operates under the general guidance of the Engineer on all routine issues related to plant operations and team management
  • The jobholder is free to plan and manage own areas of activity within policy/procedural boundary limits
  • Any extraordinary issues arising outside of set policies and procedures are referred to the Maintenance Manager/Lead Engineer/Engineer for discussion and approval of recommended actions.
