The Instrument and Electrical Supervisor , under the general direction of the I&E Superintendent, plans and directs all activities to support the efficient operation of the I&E craft within the maintenance department. The supervisor plans and schedules the work and procures all necessary tools and equipment to successfully complete tasks. The supervisor coordinates and schedules all routine and non-routine maintenance in accordance with company policies, procedures and regulations.

Responsibilities May Include:
  • Planning and directing a group of hourly employees and contractors to complete tasks ensuring compliance with procedures, repair standards and cost constraints
  • Employee assignment, developing, reviewing, appraisal, training and employee actions for staff
  • Consulting with operations, technical and purchasing in the procurement of goods and services and develops contracts
  • Consulting and providing expertise regarding equipment reliability, waste disposal and technical performance
  • Implementing various programs regarding reliability improvement and performance management
  • Developing or modifying maintenance or safety procedures and training materials
  • Planning, organizing, executing and documenting turnaround, daily maintenance, emergency and project work
  • Developing yearly budgets and forecasts
  • Participating in facility emergency response as part of Emergency Management Organization within the Incident Command System
  • Performing formal and informal investigations into root cause analysis of mechanical failures; documents findings and communicates findings throughout organization
  • Complying with all policies and procedures and all Federal, State and local regulations
  • May need to occasionally work outdoors exposed to weather elements
  • Knowing and observing safe work practices including wearing Personal Protective Equipment

Required Qualifications:
  • Legally authorized to work in the job posting country
  • Must be at least 18 years old
  • High School diploma or GED equivalent
  • 1 or more years of direct supervisory experience
  • 5 or more years of direct work experience in an industrial instrumentation & electrical work environment
  • Willing and able to obtain a Transportation Worker Identification Credential (TWIC)
  • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Travel up to 5% of the time
    • Occasional on-call duties
    • Work extended hours, which may include evenings, weekends, and holidays
    • Transport articles up to 50 pounds
    • Work safely near large, hot, high-speed machines
    • Climb ladders and stairs up to 200 feet in height
    • Work around chemicals, including acids and bases
    • Work around hydrocarbons under high pressure and heat
    • Work outside in harsh weather conditions
    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
    • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

Preferred Qualifications:
  • Associate's degree in Instrument / Electrical Technology or Engineering
  • 5 or more years of experience in the Oil and Gas Industry
  • Supervisory experience in the refining industry
  • Understand and be driven to implement the industrial safety excellence program activities and elements
  • Intermediate proficiency computer skills in Microsoft Office tools (Word, Excel, and PowerPoint)
  • Exhibit strong and effective interpersonal as well as effective written and oral communication skills
  • Self starter, be highly motivated, be willing and able to lead with strong customer and business focus
  • Ability to read and understand process, instrument/electrical and equipment diagrams and vendor manuals
  • 1 year of direct experience in reading and comprehending Process and Instrument Diagrams (P&ID's)

The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
